SUBJECT: Consideration of (a) Waiving the Consultant Selection Process as it will not provide any benefit to the County or the District; and (b) Approval of the MOU between Cobb Area Water and Special Districts, allowing the remaining Geothermal Mitigation Funds to be used for the Engineering and Design of Phase #1 of the Cobb Water Consolidation and authorize the Chair to sign.
EXECUTIVE SUMMARY:
On Dec 1, 2015, your Board approved $250,000 from Geothermal Mitigation Funds to be used for the feasibility study for consolidation of the water systems in the Cobb Mountain area.

On November 22, 2016 your Board approved a Memorandum of Understanding (MOU) between Special Districts and Cobb Area Water District to work jointly on the feasibility study.

After a competitive selection process, an engineering contract with Brelje and Race for the feasibility study in the amount of $133,800 was signed. That agreement has been completed. In addition, Cobb Area Water drew $12,430.40 to cover the additional expenses they incurred during the feasibility study.

A balance of $103,769.60 remains.

The consolidation of eight water systems is being conducted in phases. Phase #1 of the consolidation includes bringing Branding Iron Water System and Hill 9 & 10 Water System into Cobb Area Water System. This phase will include additional water storage and hydrants that will increase fire suppression capabilities and be beneficial to the entire Cobb area.

The engineering and design to accomplish phase #1 is estimated to cost $216,921. The balance of the Geothermal Mitigation Funds would be used for a portion of these costs with the balance being paid with California State Proposition 1 funds.
