SUBJECT: (a) Approve Agreement Between the County of Lake and the City of Clearlake for Public Health and Environmental Health Assistance Provided for State or Presidentially Declared Disasters

(b) Approve Agreement Between the County of Lake and the City of Clearlake for Reimbursement of Cost Share for Public Health and Environmental Health Assistance Provided for State or Presidentially Declared Disasters

EXECUTIVE SUMMARY:

As your Board recalls, on October 31, 2017, you approved a similar agreement to the one attached, to enable County coordination of the Sulphur Fire debris cleanup effort. At that time, staff advised that CalOES had given guidance for modification to the agreement but there had not been sufficient time to make the necessary changes.

The attached Agreement Between the County of Lake and the City of Clearlake for Public Health and Environmental Health Assistance Provided for State or Presidentially Declared Disasters reflects the changes recommended by CalOES, including deletion of references to Emergency Management Mutual Aid (EMMA) and to an agreed upon cost share.

In addition, based on CalOES guidance, staff has prepared a secondary agreement entitled, Agreement Between the County of Lake and the City of Clearlake for Reimbursement of Cost Share for Public Health and Environmental Health Assistance Provided for State or Presidentially Declared Disasters, which includes the cost share provisions deleted from the original.

The City will consider these Agreements at their November 8, 2017 Council meeting and staff intends to have both agreements ready for the approval of your Board on your next available agenda date.
