SUBJECT: Authorize the Chair to sign our registration forms for participation in the 2020 Local Update of Census Addresses (LUCA) initiative.
EXECUTIVE SUMMARY:
Preparations for the 2020 Census began in earnest in 2017. Staff reviewed materials and attended a workshop to determine our locality’s responsibilities.
At present, we have the opportunity to participate in the Local Update of Census Addresses Initiative. Participation offers a financial benefit in the amount of $45,000, but requires considerable staff time be devoted to gathering and geocoding (i.e. turning addresses into geographical coordinates) local address lists.
We continue to assess the implications of LUCA participation, and weigh potential impact on other priorities. However, there may be a sufficient financial benefit to justify our participation, and for that reason, staff recommends your Board authorize the Chair to sign our LUCA registration forms.
Only the Highest Elected Official in a jurisdiction may register, and registering by January 31, 2018, retains our opportunity to participate. At this stage, registering does not obligate the County to participate, nor does it immediately result in receiving the $45,000 benefit.
