MEMORANDUM
TO: Board of Supervisors
FROM: Rob Brown, District 5 Supervisor
DATE: January 23, 2018
SUBJECT: Adopt Resolution in Support of County Law Librarians’ Request for Funding in the Governor’s 2018 Proposed Budget and in Successive State Budgets
EXECUTIVE SUMMARY:
As you may be aware, County Law Libraries are responsible to make materials and legally trained staff available to all California citizens. When functioning well, they can be an important justice resource.
The vast majority of Law Library funding comes from Superior Court filing fees, and fee waivers and exemptions, reductions in the number of court filings, increases to small claims jurisdictional limits, alternative dispute resolution methods and other factors have decreased County Law Library funding by nearly 40% since 2009.
This Resolution supports the Council of California Librarians’ request for a $16.5 million State budget allocation, which would restore funding to 2009 levels.
