SUBJECT:                     Consideration of Approval of Section 8 Administrative Plan for Fiscal Years 17/18

and 18/19

EXECUTIVE SUMMARY:

On January 9, 2018, your Board held a Public Hearing on the Public Housing Authority Administrative Plan. Any comments made during the 45-day public comment period that preceded the hearing and during the hearing were considered and incorporated as necessary.

The majority of the changes are centered on the adoption of mandates under the Violence Against Women Act (VAWA) to protect victims of domestic, dating, and other types of similar violence. These mandates require landlords to allow program participants out of their lease at any time if they are victims of domestic violence. The mandates also require that the Housing Authority have a plan in place to allow for immediate transfer of the victims to a new location.

 

Other changes to the plan this year include minor clarifications to the Informal Hearings area and an addition to the Special Housing section.

 

On January 17, 2017 the Resident Advisory Board (RAB) met to consider staff's recommended changes to the Section 8 Administration Plan. At the meeting, the RAB took action to recommend adoption of the changes.

Section 8 Staff now recommend that your Board approve the Section 8 Administrative Plan update for Fiscal Years 17/18 and 18/19.
