SUBJECT:                     CANNABIS WORKSHOP (a) Consideration of Staff and Consultant Reports during Cannabis Workshop #1 and, (b) Direction to staff to prepare, for Board approval at the next regular Board meeting, a Resolution of Intent to send the Commercial Cultivation Ordinance to the Planning Commission for Review

 

EXECUTIVE SUMMARY:

 

This is the first in a series of Cannabis Workshops which is part of your approved work plan to finalize recreational cannabis provisions in Article 72 in a manner which is consistent with but not duplicative of state regulations.

 

This first workshop shall be divided into two one-hour blocks.  The first hour will include a report, by our consultant Mark Lovelace on the following topics:

 

                     Overview of state law and emergency regulations

                     Approaches taken in other areas including California counties, cities and other states

                     Cannabis market projections

 

The second hour will include a report by Community Development Director Bob Massarelli on the draft local Commercial Cultivation Ordinance with a particular focus on certain decision points where Board direction is needed.

 

At the close of the second hour, we will recommend that your Board direct staff to return, on your next regular agenda, with a Resolution of Intent to send the Commercial Cultivation Ordinance to the Planning Commission.
