SUBJECT:                     (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the purchase of software, support, and professional services in the amount of $37,620 from AnalyticsNow and authorize IT Director to issue Purchase Order.

 

EXECUTIVE SUMMARY:

The Information Technology Department is requesting permission to purchase software and professional services to replace an earlier version of the software which will be going end-of-support soon.

 

Several county departments currently use a software known as ‘QREP’ to perform reporting functions against data on the county’s financial and human resources data systems.  The county was informed last year that QREP would be going end-of-support by the software manufacturer and that we would need to move to the current version ‘AnalyticsNow.’  A meeting of stakeholder departments was convened to determine the best course of action for replacing QREP, and it was determined that the AnalyticsNow software would be the most cost effective and productive solution available.  The Superion Company has issued a quotation for software, support, and training services that meets the needs of the County.  Because this software and training package is only available directly through the vendor currently supporting our finance and human resources systems, we are requesting that the normal bidding requirements be waived because no economic benefit would be produced by following normal bidding requirements.
