SUBJECT: Discussion regarding cell tower permitting and consideration of a requirement that cell tower lessees be required to provide reciprocity for all cell carriers utilizing the towers in order to enhance our local emergency notification system
EXECUTIVE SUMMARY:
On January 22, 2018, I attended a Round Table Discussion, hosted by Congressman Mike Thompson, on the topic of Emergency Notification systems. Many enhancements and solutions were discussed and I am requesting an opportunity for discussion of this same topic with the full Board.
Specifically, I am recommending that when permitting cell towers, we consider requiring that cell tower lessees provide reciprocity for all cell carriers utilizing the towers. It is my understanding that during the earlier disasters, not all cell phone users received alerts and I believe such a requirement would ensure better notification to all.
