SUBJECT:                     Adopt Resolution to Support Proposition 69 and Oppose the SB1 Repeal

 

EXECUTIVE SUMMARY

As your Board is aware, the Governor signed Senate Bill 1 (SB1) last year which created the Road Repair and Accountability Act of 2017.  This bill will raise approximately $5.4 billion dollars annually for road maintenance statewide; with our local county share expected to be $2.4 million of additional funds to be used on road maintenance and rehabilitation.  As your Board is also aware, there is an effort currently underway to repeal SB1 - which could prove devastating to agencies statewide who are responsible for the streets and roads in California.

Though SB1 contained many safeguards and provisions for the spending of funds on road maintenance and rehabilitation, the proposed Proposition 69 on the June 2018 ballot would add another layer of accountability by preventing the State Legislature from diverting or raiding any new transportation revenues for non-transportation improvement purposes. 

Considering road conditions was one of the top concerns of the citizens who attended and responded to the recent Community Visioning Meetings, and if repealed, Lake County will lose the first substantial, sustainable road maintenance funding sources we’ve seen in decades, I respectfully request that your Board consider the attached Resolution to Support Proposition 69 and Oppose the SB1 Repeal.
