SUBJECT: (a) Waive the Normal Bidding Requirements per Ordinance #2406, Purchasing Code 38.4 Cooperative Purchases; and (b) Authorize the Public Works Director / Assistant Purchasing Agent to issue Purchase Orders for the Purchase and Reconditioning of Two (2) Kenworth T-470 2 Axle Dump Trucks for County Road Maintenance.
EXECUTIVE SUMMARY:

The adopted FY 17/18 budget for the ISF Heavy Equipment Division of the Public Works Department includes appropriations for the replacement of two dump trucks. The budgeted amounts for both trucks included the cost to purchase a used cab and chassis as well as the work necessary to remove the existing dump truck beds and recondition/reinstall them onto the new cab and chassis. Due to the unavailability of used chassis, staff was forced to modify the appropriations at mid-year to reflect purchase of new chassis, which your Board approved on February 13th. Staff has utilized the National Joint Powers Alliance (NJPA) to secure a price quotation for the trucks, and each will cost the Department $90,462.23 - including taxes and license fees. Copies of the County's Membership Certificate to the NJPA along with the purchase order from Kenworth, which references their participation in the NJPA, are attached.
Staff has obtained quotes from Dietz Equipment, a vendor that the Department has a long history of excellent results with, to perform the reconditioning of the trucks. The work will include all tasks required to remove the existing dump beds, snow-plows and sanding equipment and reinstall them on the new chassis at a cost of $22,804.72 each. Based on previous results, upon completion the trucks will look brand-new.
