SUBJECT: Presentation/Discussion on trash issues in District 3 with possible direction to staff
EXECUTIVE SUMMARY:
During our March 27, 2018 agenda, I am requesting an opportunity to make a presentation to the full Board and engage in discussion on trash issues impacting District 3.
Trash is an issue where I get the most complaints. Weekly garbage pick-up is currently an optional service. About 60% of the households in District 3 community growth boundaries do not have a trash pick-up service. Some areas are a little higher, some lower. Trash is either held on trailers to be hauled or sometimes dumped in the back country. Any trash held longer than one week violates state law and creates a nuisance for neighbors.
One potential solution is to require trash pick-up for everyone in a District 3 community growth boundary. I’ve investigated many of these situations and I believe that it is time to reduce the time spent by Code Enforcement on this problem and move them on to bigger issues.
I held a District 3 Town Hall to ask citizens about moving in this direction and also about having an appropriate exemption process for those that promise not to hold garbage on trailers and others than want to consolidate their pick-up.
I will show pictures, report on citizen responses and suggest direction to staff pending the comments of the other Board members.
