SUBJECT: (Sitting as Lake County Sanitation District, Board of Directors) (a) Consideration of Proposals for Middletown Sewer Force Main Realignment project; and (b) Authorize Chair to Award the design contract to Oscar Larson & Associates of Eureka, CA for an amount not to exceed $36,200.
EXECUTIVE SUMMARY:
Caltrans is conducting a highway widening project on State Highway 175 west of Middletown. As a result of their widening project there are areas where the existing sewer force main serving the community comes into conflict with their project. This conflict requires the District to relocate our facilities. Because of this a request for proposals was issued on March 15 for engineering design services. The RFP was sent to the following seven firms; Brelje & Race Consulting Engineers, CH2M, Coastland Civil Engineering, NexGen Utility Management, Oscar Larson Associates, Ruzicka Associates, and Water Works Engineers.
Proposals were received on April 2, 2018 with one firm proposing. Oscar Larson & Associates of Eureka, CA submitted a proposal which was reviewed by the CSB on April 6th, 2018. The CSB determined the firm to be qualified to perform the work and recommended that negotiations begin with the firm. Negotiations were entered into with the firm and a reduced price was agreed upon. Staff is recommending that the Chair award the design contract to Oscar Larson & Associates.

This is an unbudgeted project as it came to light after the budget was finalized and approved, however funds are available within the budget unit.
RECOMMENDED ACTION: Authorize Chair to Award the design contract to Oscar Larson & Associates of Eureka, CA for an amount not to exceed $36,200.
