SUBJECT:                     Approve purchase of one M7 In-Vehicle computer system, at a cost of $6,554.61 from Data911, an approved vendor under the State CMAS Contract.

 

EXECUTIVE SUMMARY

The Lake County Sheriff’s Office is requesting Your Boards’ approval to purchase one M7 In-Vehicle Computer system for use in our civil vehicle. 

The M7 is a rugged mobile computer designed by Data911 and will be installed during the initial building of our pursuits. It will provide deputies with enhanced dispatch capabilities by providing complete up to date details of call information, access to law enforcement computer databases in the field, (the ability to run wants/warrants, check vehicle registration, run driver licenses, etc.), as well as the tracking of deputy locations.  This will allow deputies to write reports in the field, thus saving time commuting back and forth to substations.   Deputies will have access to mapping features to assist in locating difficult to find addresses.   Central Dispatch and command staff will have real time GPS location feed of a deputy’s location; enhancing officer safety in critical situations.  Deputy access to law enforcement databases will allow the viewing of photos to identify victims, suspects and missing persons.

The M7 in-car computer is a three component system. The advantage of this type of system is that if one component fails, the remaining two components will continue to operate, thus requiring only the replacement of the inoperable component, rather than the entire system.

The Data911 system is compatible with our current law enforcement software suite and has been discussed with the Information Technology Director.  Attached is the vendor’s sole source document.   This item is also part of the CMAS Contract #3-08-70-2549A and so no bids were solicited.  The Sheriff’s Department respectfully requests Your Board waive the formal bidding process, per Lake County Code Section 38.2, making a determination that competitive bidding would produce no economic benefit to the County and authorize the Sheriff/Coroner/Assistant Purchasing Agent to issue a purchase order for this purchase.

FISCAL IMPACT (Narrative):  The funds for this purchase are allocated in the Sheriff/Civil budget 2207 object code 62.74 and no general fund money is being utilized for this acquisition.  There will be ongoing monthly costs for the wireless service.
