SUBJECT: (a) Approve Award of Bid to Hilomast for the purchase of a Mast for the Mobile Emergency Command Post in the amount of $11,389.09 and authorize the Sheriff/Coroner as the Assistant Purchasing Agent to issue a purchase order; and (b) Approve the budget transfer, moving funds from 38.00 to 62.74.
EXECUTIVE SUMMARY:
The Lake County Sheriff's Mobile Emergency Operations Center is operated and maintained by the Sheriff's Office to provide back-up and emergency communications capabilities. The Mobile EOC serves as the base for County Services supporting field incidents; such as the Sulphur and Clayton Fires. The current suite of radio equipment is not capable of providing county-wide communications services. The thirty-foot tall pneumatic mast will enable the Mobile EOC to better communicate from isolated areas of the County. The mast will also enable the Mobile EOC to link to some County-Operated Microwave Sites and provide access to County Networks and services. The current antenna infrastructure does not allow for adequate two-way radio communications for first responders during disasters.
On November 16, 2016, the Sheriff's Office issued a Request for Bid. The request was sent to five vendors; Hilomast, US Tower, Will-Burt, Blue Sky Mast and Larson Electronics, with two responses received. Neither of the responses met the required specifications and so the bid was reissued. Will-burt and Hilomast responded with Hilomast being the only vendor that was able to meet the specifications. Their bid is attached for your review.
