SUBJECT: Approve Agreement between the County of Lake and the Elem Indian Colony for Native American Monitoring Services for the Eastlake Elementary Safe Routes to School and Community Development Block Grant Project in the amount of $40,000 and authorize the Chair to sign.

EXECUTIVE SUMMARY:
On April 2, 2018 construction began on the Eastlake Elementary Safe Routes to School and Community Development Block Grant Project. The environmental documents, CEQA and NEPA, require that Native American monitors be present for any ground disturbing activities. To fulfill the requirements of the CEQA and NEPA documents the County is entering into a Monitoring Agreement with the Elem Indian Colony.

The project is funded through a combination of Federal Safe Routes to School, State Community Development Block Grant and Local funds. The project is 100% funded through construction with federal, state and local funds.

Staff recommends that the Board of Supervisors approve the Monitoring Agreement for the Eastlake Elementary Safe Routes to School and Community Development Block Grant project with the Elem Indian Colony in an amount not to exceed $40,000.00 and authorize the Chair to execute said Agreement.
