SUBJECT: Approve First Amendment to Consulting Services Agreement - Recruitment and Selection Services, authorizing the County Administrative Officer to sign.
EXECUTIVE SUMMARY:

CPS-HR is the present-day name for the agency known for years as Merit Systems, which has served our Social Services (DSS) and Child Support Services (CSS) departments with employee recruitment services for many years. CPS-HR has provided excellent services to these two departments and is able to open employee recruitments quickly, reaching broader candidate pools.

This Agreement was originally executed a pilot, for use by our Behavioral Health (BH) Department - to expedite their employee recruitment efforts, given their high vacancy rate. As your Board is aware, like DSS and CSS, BH has its own state and federal funding sources to cover contract costs and thus far, the BH Administrator reports success with this new way of addressing employee recruitment challenges.

On 02/13/18, when mid-year budget adjustments were approved by your Board for Fiscal Year 17/18, other budget savings was reallocated in Budget Unit 1341 Human Resources (HR) for consulting services to support the restructuring of HR, which became a part of Administration on 04/02/18.

To address our ongoing employee recruitment crisis and average vacancy rate of 25%, with this First Amendment, additional departments will have the benefit of expedited recruitments during the remainder of this fiscal year. As your Board is well aware, one of the keys to providing effective service to the public is having adequate staffing to do so. This First Amendment is geared toward filling critical staff vacancies as quickly as possible.
