SUBJECT:                     Adopt Resolution Authorizing the Designation of Subrecipient’s Agent for Hazard Mitigation Grant Program and Pre-Disaster Mitigation Program on Behalf of CSA #20, Soda Bay Water System

 

EXECUTIVE SUMMARY:

On June 7, 2016, your Board authorized the Special District’s Administrator to sign, submit and execute a funding application and agreement with the Hazard Mitigation Grant Program for the replacement of four redwood storage tanks that were subject to burn in the event of a wildfire.

 

CalOES/FEMA was delayed in approving the funding application, due to various disasters and events. The application has been approved and a funding agreement can now be issued. During the two year time lapse, requirements for the authorizing resolution changed and all resolutions must mention “the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988”.

 

The resolution before you has the required language and when approved will allow Special Districts to sign and accept the funding agreement.

 

The tanks are not only subject to destruction in the event of a fire, they are in very bad shape and we plan to get this project completed or nearly completed during the summer of 2018.

FISCAL IMPACT (Narrative):

Two years ago, when the application was submitted, it was estimated that the project would cost $800,000. The funding application pays 75% and a local match of 25% is required. CSA #20 does have sufficient reserves to pay the 25% and any additional that may be required due to an increase in construction costs over the last two years.
