SUBJECT: Appoint Blue Ribbon Committee members for the Rehabilitation of Clear Lake for the purposes of discussion, reviewing research, planning and providing oversight regarding the health of Clear Lake.
EXECUTIVE SUMMARY:

The California Natural Resources Agency is tasked by AB 707 to create the Blue Ribbon Committee for the Rehabilitation of Clearlake. The Committee will identify and report on potential solutions to water quality issues for Clear Lake. The committee will also make recommendations for potential funding sources for restoration activities.

John Laird, Secretary for Natural Resources and Assemblymember Cecilia Aguiar Curry, author of AB 707, have requested that our Board appoint committee representatives in the following areas:

One member from the Board of Supervisors (BOS)
An expert in local economic development
An expert in agriculture
An expert in the environment
A representative of a public water supplier that draws its drinking water supply from Clear Lake

I respectfully recommend we consider making the following appointments to this committee:

Jim Steele as BOS representative

Wilda Shock, President of the Lake County Economic Development Corporation, as local economic development representative

Brenna Sullivan, Executive Director of the Lake County Farm Bureau, as agriculture representative

Dr. Harry Lyons, Yuba College Emeritus Professor, as environment representative

Jan Coppinger, Lake County Special Districts Administrator, as public water supply representative

The committee will meet quarterly in Lake County, starting in May 2018, for the purposes of discussion, reviewing research, planning and providing oversight regarding the health of Clear Lake. The Committee will be subject to the requirements of the Bagley-Keene Open Meeting Act.
