SUBJECT: (a) Approve purchase of a 2019 Kenworth T370 2 axle tractor at a cost of $79,343.38 from NorCal Kenworth Bay Area, an approved vendor under the National Joint Powers Alliance (NJPA) and (b) Approve budget transfer allocating money from object code 2830 to 6272 in the Sheriff's Pursuit Replacement Fund 2217 and (c) Authorize the Sheriff/Coroner, Assistant Purchasing Agent to issue a purchase order.

EXECUTIVE SUMMARY:

The Lake County Sheriff's Office is requesting to purchase a Kenworth T370 truck. The Department's command post trailer weighs 19,200 pounds. The command post is deployed in situations of critical incidents, emergencies and at times for public events. The vehicle that is currently used to pull the command post trailer is a Ford F-450 diesel flatbed truck. The maximum tow capacity for the F-450 is 16,000 pounds, which equates to it being grossly under powered and under equipped to pull the command post. The F-450 struggles in areas of Lake County where there are steep roads and it lacks the stopping weight due to it being a smaller platform than a semi-tractor/truck. The Kenworth T370 has a maximum tow capacity of 66,000 pounds and a larger platform for better handling and control while towing the command post.
The Sheriff's Office obtained two bids; both vendors participate in the NJPA program. The Peterbilt bid was $117,796; the Kenworth bid was $79,344.
