SUBJECT: Approve Encroachment Permit #18-16 - Temporary closure of Clear Lake in front of Library Park from June 1 thru June 3, 2018 for Sprint Boat Races, and authorize the Water Resources Director to sign.
EXECUTIVE SUMMARY:

Mr. Jack Long, organizer of the Clear Lake Power Boat Races proposes to host the second annual sprint boat races at Library Park June 2-3, 2018. The event requires a 45-acre area of the lake to be closed to allow the boats to make high-speed passes around a designated race course (map attached). The closure will begin at 9:00 AM Friday, June 1 and end by 6:30 PM Sunday, June 3. The area will not be closed for event cleanup and buoy removal/replacement on June 4.

The race course will be cordoned off with buoys. Two Sheriff Marine Patrol boats and volunteers with boats provided by the event organizer will patrol the perimeter of the area during the event. Mr. Long has agreed to several stipulations to assure public safety and to limit County liability associated with the event; these are described in the terms and conditions of the permit.

This event will require the Board to authorize the closure of a portion of the lake approximately 300 feet offshore from Library Park and extending up to one to the east. The Board has the authority to grant this temporary closure pursuant to Section 11.3 of Chapter 23 of the Clear Lake Shoreline Ordinance. This Ordinance allows the Board to authorize a closure if it finds that the proposed uses are appropriate but require special regulations or separation from other uses. In light of the scope of this event and the risks inherent therein, staff believes that this event meets those tests.
