SUBJECT: (a) Waive the normal sealed bid process under Ordinance #2406, Section 38.2 as it is not in the public interest due to the unique nature of the goods; and (b) Approve the Special Districts Administrator acting as the Assistant Purchasing Agent to issue a purchase order in the amount of $111,200 to Xylem Water Solutions USA, Inc. for the purchase of 2 GSO 50 Ozone Generator units.
EXECUTIVE SUMMARY: The Soda Bay and North Lakeport water treatment plants utilize Ozone in the treatment process. The ozone is used as a pretreatment element to both reduce the organic loading on the clarifier/filter and as an oxidizer to reduce taste and odor issues. The ozone generating equipment at Soda Bay began having reliability issues and grant funding was pursued and secured for its replacement.
The North Lakeport water treatment plant currently uses Wedeco ozone generators (one GSO 50 unit and two smaller units) and has an ongoing service/maintenance relationship with the company. The ozone generators at Soda Bay were Ozonia units (they are no longer supported and parts cannot be found for them) which have since failed and have been removed. Both water treatment plants are of similar design with the same clarifier/filter equipment and the same process for creating potable water. Our Utility Area 3 Treatment Plant Operators also rotate responsibility and share duties at both plants.
In order to maintain continuity of operations and consistency of equipment as well as to streamline the service/maintenance process the District recommends the sole source purchase and installation of the attached Wedeco ozone generators for the Soda Bay water treatment plant.
