SUBJECT:                     Approve the sealed bid award for the purchase of a Full Body Scanner for use by the Lake County Jail/Hill Road Facility and to authorize the Sheriff/Coroner/Assistant Purchasing Agent to issue purchase order to Adani Systems, Inc. in the amount of $113,662.50.

 

EXECUTIVE SUMMARY:  On February 10, 2018, the Sheriff’s Department issued a Request for Proposal (RFP) for the purchase, installation and training of a Full Body Security/Contraband Detection Scanner System.  The RFP was posted on both the Sheriff and County’s websites, advertised in the local paper, in addition to being sent to several vendors.  Three proposals were received for consideration:  ADANI Systems, Inc., Find All Security Systems and OD Security.    

 

On June 7, 2018, a Consultant Selection Board (CSB), consisting of Mendocino County Jail Commander Captain Tim Pearce, Chief Probation Officer Rob Howe, Information Technology Director Shane French, Lake County Jail Commander Captain Greg Hosman and Sheriff/Coroner Administrative Manager Mary Beth Strong reviewed each of the proposals.   After discussion, it was unanimous to recommend the award be made to Adani System, Inc. in the amount of $113,662.50.  This includes maintenance for five years.  

 

This machine is needed in order to reduce and hopefully stop the introduction of contraband coming into the jail. With the use of the body scanner we will be able to clearly identify items hidden on or within the body of those coming into custody.

When inmates are sentenced to a court commitment, some will use that opportunity to conceal contraband on or in their body to smuggle into the jail facility.  The body scanner is able to detect hidden contraband, even when concealed in a body cavity.

The body scanner can also be used for the searching of transgender inmates.  This will eliminate the need to find a person of the inmates identified gender to perform a search, and it will prevent custodial staff from being required to conduct a search of a person who may not be the same biological gender as the searching officer.

FISCAL IMPACT (Narrative):   This purchase is funded through the CCP and there is no cost of the county general fund.   Purchase is budgeted in the Sheriff/Jail budget 2301/62.74.
