SUBJECT: Approve Second Amendment to Agreement between the City of Clearlake, City of Lakeport and the County of Lake Relative to Operation of a Local Public, Educational, and Governmental (PEG) Cable Television Channel; and authorize the Chair to sign
EXECUTIVE SUMMARY:

As your Board is aware, County and the Cities of Clearlake and Lakeport entered into an Agreement to operate a local Public, Educational, Governmental (PEG) cable television channel November 17, 2015. This Agreement is set to expire Saturday, June 30.

Your Board is also aware that staff has worked with the Cities toward a new Agreement during the course of fiscal year 17-18.

With the failure of Measure G, however, significant revenue shortfalls are anticipated. It is essential to give the two incoming Board members the opportunity to weigh in on any and all non-mandated expenditures. Entering into a long-term Agreement, at this time, with PEG would be inconsistent with that intent.

Staff does not recommend dissolving our participation in Lake County PEG TV at this time, and therefore an amendment extending the term of the current Agreement, through June 30, 2019, is needed. The Amendment will likewise need to be executed by the two City Councils.

FISCAL IMPACT (Narrative): Per the terms of the Agreement, the County of Lake has provided $15,000 annually toward PEG operating expenses.
