SUBJECT: (a) Waive the formal bidding process, per Ordinance #2406, Purchasing Code 38.2, determining that competitive bidding would produce no economic benefit to the County; and (b) Consider hourly contract for Veterinary Services with Dr. Richard Bachman, DVM, in the not to exceed amount of $25,000 and authorize the Chair to sign
EXECUTIVE SUMMARY:
As your Board is aware, Dr. Richard Bachman, DVM, has been the County of Lake's longstanding clinic veterinarian, and was one of the catalysts in creation of the Animal Medical Clinic. Dr. Bachman has decided to discontinue full-time service in our Clinic to pursue other opportunities, as of June 30, 2018.
Dr. Bachman's contract with the County has historically included Veterinary services and provision of a Registered Veterinary Technician (RVT). The Animal Control Department has made two attempts via RFP to hire a new permanent Veterinarian and RVT. Unfortunately, both have resulted in no interest.
At this time, an urgent need exists to have a contract in place with a licensed Veterinarian to continue even minimal levels of clinic service, while we continue to pursue a more permanent replacement.
Dr. Bachman and one other local vet have expressed willingness to provide Veterinary services, only, one day per week. Neither is able to provide an RVT.
We have created a new Agreement with Dr. Bachman that includes an hourly rate and excludes the requirement to provide an RVT. Only Dr. Bachman's contract is presented for your Board's consideration today.
Section 2-38.2 of the Lake County Code provides that competitive bidding is not required when your Board determines that it would not be in the public's interest.
