SUBJECT:                     (a) Waive the formal bidding process, pursuant to Lake County Section Code 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Manzanita House for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2018-19 for the amount of $125,000 and authorize the Board Chair to sign the Agreement.

 

EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Manzanita House for Adult Residential Support Services and Specialty Mental Health Services for Fiscal Year 2018-19

 

BACKGROUND AND DISCUSSION:  Located in Nice, Ca. Manzanita House is one of two Board and Care Facilities located within Lake County that serve adults.  As they are in County, clients placed at Manzanita House are actively engaged in Lake County Behavioral Health (LCBH) services and can participate in their Recovery Program leading to positive outcomes and a successful return to the community.  Manzanita House has proven to be a cost-efficient alternative for care for clients who are ready to be transitioned from Institutes for Mental Disease (IMDs) or have been brought back to the county from out of county placements.  The daily patch rate for placement at this facility is $70 per day per resident.

 

As LCBH currently has clients placed at this facility and as it is our goal to keep our clients placed at the lowest level of care possible, it would require extensive work to find new placement for these clients.  In addition, changes in placement could cause exacerbation of the client’s symptoms, which could potentially result in moving the client to a higher, more expensive level of care.  Therefore, LCBH is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services.

FISCAL IMPACT (Narrative): The total amount budgeted for Adult Residential Placements for Fiscal Year 2018-19 is $800,000 of which LCBH is requesting approval of the Agreement with Manzanita House for Fiscal Year 2018-19 for a contract maximum of $125,000. 

 

This contract is funded through Realignment and Mental Health Services Act funds.
