SUBJECT: 9:00 A.M. - EMERGENCY MEETING (a) Confirmation of Existence of a Local Emergency (Necessity for Emergency Board Meeting); (b) Consideration of Proclamation Confirming Existence of a Local Emergency (River and Ranch Fires); (c) Community meeting regarding the Mendocino Complex fires for Lake County residents with representatives requested from CalFire, Lake County Administration, Sheriff’s Office, OES, Congressman Thompson’s Office, Senator McGuire’s Office, Public Health, Red Cross, CHP, Animal Control, City of Lakeport, Lakeport Police Department, AT&T, PG&E, and Mediacom to answer questions from the community regarding the fires; and (d) Supervisor’s reports
EXECUTIVE SUMMARY:
This is to advise your Board that a matter arose since the posting of the current agenda which requires immediate Board discussion and/or consideration based upon the following facts:
Wildland fires known as the River Fire and the Ranch Fire erupted in Mendocino County on July 27, 2018, with considerable forward movement into Lake County causing extreme peril and leading to the evacuation of thousands of Lake County residents. As a result of the occurrence of the River and Ranch Fires, a local emergency was proclaimed by the Lake County Sheriff/Director of Emergency Services Brian Martin on July 28, 2018. The Board of Supervisors must confirm the existence of a local emergency within seven (7) days of that date.
The existence of the emergency arose since the posting of the current agenda and the emergency conditions necessitate that this matter be taken up as soon as practically possible.
In addition to consideration of ratification of the disaster proclamation, as your Board is aware, a planned community meeting with Lake County residents was cancelled unexpectedly due to the full evacuation of the City of Lakeport. Since that important meeting was unfortunately cancelled, staff has invited all the same agencies and representatives to report out at your special Board meeting and by livestreaming through Facebook, concerned citizens will have an opportunity to ask questions during the meeting.
Finally, this meeting will include reports from the respective County Supervisors.

RECOMMENDED ACTION:
Sheriff Martin, as the County Director of Emergency Services, respectfully requests that your Board confirm the existence of a local emergency by offering the attached resolution for passage.
