SUBJECT: EXTRA ITEM - Consideration of transportation-related expenses in excess of $25,000 for evacuees of the Mendocino Complex (River and Ranch) Fires Disaster, Authorizing the Sheriff/OES Director to sign all necessary documents
EXECUTIVE SUMMARY:

This item is being submitted as an "extra" agenda item. The justification for this request to consider an item not on the posted agenda is as follows:

The need to take action came to my attention subsequent to the posting of the current agenda.

There is a need to take immediate action before the next available agenda.

As your Board is aware, several of our communities have been forced to evacuate resulting in the need for transportation services. Lake Transit Authority and local schools have been gracious enough to provide the needed busses to accommodate the movement of our evacuees.

In order to avoid potential loss of life, Lake County school district drivers were mobilized multiple times for the evacuation situations. We had five drivers/buses utilized for Lakeport Skilled Nursing Facilities (clients went out of county), four drivers mobilized for the evacuation of the Lake County Jail, five drivers staged for the evacuation of the town of Lucerne, and the staging of 19 drivers for the possible evacuation of the City of Clearlake. All requests for drivers/buses came at the direction of the EOC, or for the City of Clearlake, at the direction of Clearlake Police Chief White. The resource form was submitted and approved. All resources were demobilized as quickly as allowed by the EOC/Sheriff.

I am requesting Board authority to pay for such transportation costs in the event they exceed my signature authority of $25,000. County Code Section 2-42 Emergency Purchases requires that no later than one week after a purchase staff submit to the Board of Supervisors for approval if above $25,000...
