SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Native American Mental Health Services dba North American Mental Health Services for Telepsychiatry Services for Fiscal Year 2018-19 for a contract maximum of $30,600 and authorize the Chair to sign the Agreement.
EXECUTIVE SUMMARY: North American Mental Health Services will provide psychiatric medication evaluations and medication management for Lake County Behavioral Health (LCBH) clients. As LCBH does not have a psychiatrist on staff at this time, NAMHS TelePsychiatry services are a necessary component in providing overall mental health care for Lake County Medi-Cal beneficiaries. In addition, NAMHS will provide clinical supervision of LCBH's Physician Assistant.

As the contract maximum was reached for FY 2017/18 and it was not timely to create an Amendment, this Agreement is being completed in order to allocated funds to reimburse contractor for remaining services that were provided in fiscal Year 2017/18.

As LCBH has had a successful working relationship with NAMHS and it is in the best interest to continue this working relationship, LCBH is requesting to waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services.
