SUBJECT:                     (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Ninth Amendment to the Agreement between the County of Lake and Cerner Corporation for Anasazi Software and Support Services for Fiscal Year 2018-19 for a contract maximum of $50,000 and authorize the Board Chair to sign the Amendment.

 

EXECUTIVE SUMMARY: Attached, for your approval, is the Ninth Amendment to the Agreement between the County of Lake and Cerner Corporation for Anasazi Software and Support Services for Fiscal Year 2018-19.                     

BACKGROUND AND DISCUSSION:  Lake County Behavioral Health (LCBH) contracted with Anasazi Software in 2006 for the Department’s electronic health record and billing system software.  Subsequent Amendments have been submitted to set the annual contract maximum amount to $70,000 for Fiscal Years 2011-12 and 2012-13 and annually thereafter until changed.  The first change to this contract maximum was in Fiscal Year 2015-16 where the Sixth Amendment allowed for a new contract amount of $60,000 which will remain the contract maximum annually thereafter until changed. The second change to this contract maximum will be in Fiscal Year 2017-18 where the proposed Eighth Amendment allows for a new contract maximum of $50,000 which will remain the contract maximum annually thereafter until changed.

LCBH is requesting to waive the formal bidding process pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services. This is an extension of an annual Agreement; therefore, moving to a different vendor would require extensive work to set-up a new Electronic Health Record (EHR) system, migrate all the current EHR information to the new system, train all staff in the utilization of the new system for clinical documentation and billing, and to interface with the state operating systems.

FISCAL IMPACT (Narrative): The total amount budgeted for the Anasazi Contract is $50,000 of which LCBH is requesting approval of the Amendment to the Agreement with Cerner Corporation for Fiscal Year 2018-19 for a new contract maximum of $50,000. 

 

The cost of the Agreement is split between Mental Health and Alcohol and Other Drug Services (AODS).  The Agreement is funded by MHSA (Mental Health), Realignment (Mental Health and AODS), and the Federal Substance Abuse Prevention and Treatment Block Grant and Realignment funds.
