SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Ford Street Project for Substance Use Disorder Residential and Detoxification Services for FY 2018-19, for a contract maximum of $50,000 and authorize the Board Chair to sign the Agreement.
EXECUTIVE SUMMARY: Attached, for your approval, is the Agreement between the County of Lake and Ford Street Project for Fiscal Year 2018-19. Under the Agreement, Lake County Behavioral Health (LCBH), is obligated to pay a rate of $135.00 per day for Detoxification Services and $135.00 per day for Residential Services.

BACKGROUND AND DISCUSSION: The Ford Street Project is an organization that has been serving clients since September 1974. Although Ford Street operates in three basic areas including housing/shelter, drug and alcohol treatment, and job training/development, LCBH is contracting for drug and alcohol treatment only.

Budgeted Amount: $217,319

FISCAL IMPACT (Narrative): The total amount budgeted for SUD services for Fiscal Year 2018-19 is $217,319 of which LCBH is requesting approval of the Agreement with Ford Street Project for Fiscal Year 2018-19 for a contract maximum of $50,000.
