SUBJECT:                     Consideration of Contract Change Orders 1-7 for the Clearlake Oaks Intertie Control Valve Project SD17-03

 

EXECUTIVE SUMMARY:                     The Board is being asked to consider for approval Contract Change Orders #1 - #7 for the Clearlake Oaks Intertie project.  The changes range from adjusting the location of planned facilities and realigning new facilities to avoid conflicts, to the substitution of parts.  Two of the change orders are administrative in nature only and do not result in a change to the contract time or price.  The remaining five change orders will result in an increase of $33,814.25 to the original $517,589.07 contract price as well as an addition of 7 days to the contract time. 

Detailed memoranda for each change covering the scope of the change, cost & time adjustments, as well as the reasoning for the change are provided as attachments for review.  Following is a table with a summary of the contract change orders.

In lieu of additional work to provide a vault for the altitude valve at Paradise Valley tank site, pour slab and provide pipe supports.  Route tank discharge piping to accommodate new valve location and abandon existing conflicting pipe.

Substitute a flow switch which allows for vertical pipe placement for the specified switch which can only be installed on a horizontal pipe run.  No horizontal locations available.  District to retain horizontal flow switch for future alternate use.

FISCAL IMPACT (Narrative):  Change orders will be paid for within the project budgeted amount.  This project is primarily funded by a DWR Proposition 84 grant.
