SUBJECT: Public Hearing - Consideration of Community Development Block Grant funded Comprehensive Recovery Funding Implementation Strategy 2018
EXECUTIVE SUMMARY:
After the Valley Wildfire Disaster, the State Housing and Community Development Department approved the use of a portion of an existing Lake County CDBG grant (2012-CDBG-8395) to prepare grant applications for CDBG Disaster Relief funds and to prepare a Recovery Strategy focused on accessing funds for long term infrastructure improvements and more immediate projects needed as a result of the past fires. The purpose of the strategy is to provide information regarding ways to prioritize projects, determine appropriate sources of funds for infrastructure and community improvements, and to do so in concurrence with the recently updated 2018 Local Hazard Mitigation Plan.
The Strategy meets the CDBG national objective and eligible activity program requirements because if it is implemented there will be benefit to low and moderate-income households.
FISCAL IMPACT (Narrative): This is a reimbursable grant.
STAFFING IMPACT (if applicable): The strategy will help county grant preparation staff select projects for funding and determine the best source of funding for each project.

RECOMMENDED ACTION:
We recommend acceptance of the Comprehensive CDBG Fire Recovery Funding Implementation Strategy by Resolution for submittal to the State Housing Community Development Department.
