SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of the goods and (b) Approve purchase of budgeted SCADA system for CSA-13 Kono Tayee authorizing the Special Districts Administrator acting as the Assistant Purchasing Agent to issue and sign purchase order not to exceed $41,000.

EXECUTIVE SUMMARY: The District is requesting Board approval to purchase a SCADA system for CSA-13, Kono Tayee. The proposed SCADA system is unique in nature and there are no good comparable systems which satisfy the requirements. District staff budgeted for a SCADA (Supervisory Control And Data Acquisition) system for CSA-13 Kono Tayee as the system does not currently have one. The existing system functions through the use of level transducers and hard-wired communication lines between the wells, tanks and pumps. Trend data is gathered on circle charts and recorded in an analog fashion. Any inquiries to system parameters or any changes to the operations are required to be made by staff on site with the exception of alarms.
The proposed SCADA system will provide digital tracking of all water system operating components providing for more efficient monthly reporting to the State. The system will also allow operators to securely and remotely log in to check status and adjust operating parameters. This will allow staff to more efficiently respond to alarms and operations of the system.
