SUBJECT: Approve Long Distance Travel for Child Support Director Gail Woodworth and Deputy Director Tammie Widener to attend the Western Interstate Support Enforcement Council (WICSEC) Annual Training Conference Oct. 14-18, 2018 In Omaha, Neb.

EXECUTIVE SUMMARY: The Department of Child Support Services requests your Board's approval of long distance travel for two staff members to attend the Western Interstate Support Enforcement Council (WICSEC) annual training conference in Omaha, Nebraska. The conference dates are Oct. 14-18, 2018. I will be attending this year, along with Deputy Director Tammie Widener. The estimated cost is $3,100. This cost is budgeted in this year's budget, 2112/29.50. WICSEC is an organization of public and private child support professionals from the states, tribes, and territories west of the Mississippi. The purposes are: to foster interstate and inter-jurisdictional cooperation in the establishment and enforcement of child and medical support and the establishment of paternity. Our out of state/country cases are 15% of our caseload and it continues to grow. These cases require more specialized handling and knowledge to comply with each state/county requirements, including the political issues that impact our case processing. During this five day event, the participants attend presentations and workshops to enhance their knowledge of interstate/country issues and the latest changes in Federal regulations dealing with: new UIFSA 2008 regulations, custody and visitation, invaluable networking, and the most current information on the national strategic plan and how all of these will affect Lake County.
