SUBJECT: Authorize Payment of Smart Phone Stipend to Nathan Spangler, River/Ranch Fire Recovery Coordinator given the unique nature of his temporary assignment
EXECUTIVE SUMMARY:
As your Board is aware, your Wireless-Communication Devices Stipend Policy is limited to members of your Board, Elected Officials, Department Heads and County Management employees with a demonstrated need.
I am requesting your approval for exception to the policy to enable reimbursement to Nathan Spangler who is temporarily assigned to serve as Recovery Coordinator. As Recovery Coordinator, Mr. Spangler is working in the field much of the time and requires smart phone communications to complete his work dealing with and responding to County, state and federal agency representatives as well as constituents. At the time Mr. Spangler stepped up to serve as Recovery Coordinator, I offered him the option for either a County-issued smart phone or a smart phone stipend. Rather than juggle two phones, Mr. Spangler requested a stipend.
The Auditor-Controller has requested that your Board authorize an exception to the policy to allow payment to this non-management employee given the unique nature of his temporary assignment.
