SUBJECT: Approval of Agreements between the County of Lake and Coleman Environmental for Abatement/Demolition of two (s) sub-standard structures

I. EXECUTIVE SUMMARY
The Community Development Department would like the Board of Supervisors to be aware of the attached two (2) agreements with Coleman Environmental for Asbestos Removal and Demolition of sub-standard structures in the combined amount of $38,636.00. The bid request was sent to five (5) local contractors, with only one (1) contractor responding. Attached to this memo is a copy of the contractors bid response (ATTACHMENT 1) for reference. The dollar amount of each contract reflects the total amount for asbestos removal/disposal and demolition for each individual property.
Both properties consist of abandoned, substandard structures that are not secure from unauthorized entry and all have suffered further damage from being exposed to the elements. The properties are uninhabitable and are overgrown with weeds, shrubs, brush which pose a fire hazard to the surrounding neighborhood. On July 19, 2017, a Notice of Nuisance and Order to Abate was prepared and then posted on the property located at: 145 Hamilton Lane, Lakeport. On March 28, 2016 a Notice of Nuisance and Order to Abate was prepared and then posted on the property located at: 6948 Junipero Avenue, Kelseyville. To date, there has been no contact or any action taken by either of the property owners.
The two (2) separate contracts to the same contractor are necessary for cost accounting/tracking purposes and will not circumvent the purchasing requirements. It is so that the contractor can be paid after completing each individual project, ...
