SUBJECT: Public Hearing: Consideration of a Resolution to Commit Program Income in Community Development Block Grant Agreement No. 12-CDBG-8395
EXECUTIVE SUMMARY:
CDBG rules require the County to spend their Program Income on open grant projects before requesting CDBG funds. The County has spent $300,936 in Program Income on Grant No. 12-CDBG-8395 expenditures, which will reduce the amount of grant funds received from CDBG. If the County needs additional funding to complete the project, CDBG allows the County to commit their program income to the grant, allowing the County to receive the total amount of the grant award, plus the use of program income. Prior to submitting the resolution, CDBG regulations require that a public hearing be held to present the request and to receive approval of the request by Resolution.
Project Description:
The Public Infrastructure project funded in this grant is the Clearlake Oaks Sidewalk Project. Due to unforeseen delays and costs, more funding is needed for the project, and we are allowed to use additional funding consisting of our Program Income revenue.

FISCAL IMPACT (Narrative): The total CDBG grant amount for the Clearlake Oaks Sidewalk Project is $1,382,000. With the commitment of $300,936 in Program Income, the total amount available to spend on project costs will be $1,682,936.
