SUBJECT: (a) Waive the formal bidding process pursuant to Lake County Code Section 38.2, as it is not in the public interest due to the unique nature of goods or services; and (b) Approve the Agreement between the County of Lake and Resource Development Associates for technical assistance with the MHSA Three Year Plan for Fiscal Year 2018-19 for a contract maximum of $32,300 and authorize the Board Chair to sign the Agreement.
EXECUTIVE SUMMARY: Lake County Behavioral Health (LCBH) has previously contracted with the contractor for technical assistance with the MHSA Three Year Plan; therefore, LCBH is willing to contract with RDA in order to receive technical assistance with the planning, development, and writing of the MHSA Three Year Plan.

Amount Budgeted: $122,600
FISCAL IMPACT (Narrative): The total amount budgeted for MHSA Innovation is $122,600 of which LCBH is requesting approval of the Agreement with Resource Development Associates, for MHSA Technical Assistance for Fiscal Year 2018-19 for a contract maximum of $32,300.
