SUBJECT: Authorize the Public Services Director / Assistant Purchasing Agent to issue a purchase order to Bobcat Central, Inc in the amount of $84,192.10
EXECUTIVE SUMMARY:

One of the lessons learned at the Eastlake Landfill from previous wildfire structure debris disposal operations is the need to rent certain equipment that is not retained in the County fleet. An example is a wheel wash station to minimize mud and sediment on vehicle tires from being transported onto roadways, and ultimately into the local waterways, as a result of excessive traffic. In the past a wheel wash station was rented during the wet weather season at a price of approximately $50,000 per year. However, staff has identified that the use of a skid steer equipped with a sweeper and broom, in combination with a manually-operated pressure washer, will be as effective as the rental of a wheel wash station. The pressure washer is already in our fleet, and a skid steer (with appropriate attachments) is available for purchase through Bobcat Central, Inc. under GSA Contract #GS-30F-0036X, for $84,192.10. Not only would this approach pay for itself after less than two years, the skid steer is a highly versatile piece of equipment and will be put to use in other ways at the landfill throughout the calendar year.
