SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 38.2 as it is not in the public interest due to the unique nature of the goods or services; and (b) Approve the purchase of the budgeted SCADA system upgrades for the LACOSAN Northwest Treatment Plant authorizing the Special Districts Administrator acting as the Assistant Purchasing Agent to issue and sign a Purchase Order not to exceed $55,000

EXECUTIVE SUMMARY: Currently the SCADA system for the Northwest Collection and Treatment system runs on a desktop computer. This is undersized and not an optimal configuration. Staff researched and budgeted for a redundant server configuration for control with a historian to record and store all data. The server is more appropriately designed to run under load 24/7 and will be much better suited to this application. Additionally the SCADA software will be updated to the newest version as part of this upgrade. The District is requesting that the Board waive the formal bidding process due to the unique nature of the project. Currently the collection system utilizes Wonderware SCADA software thus the need to continue to use Wonderware software for compatibility reasons. Wonderware SCADA software is utilized across almost all of the SCADA installations within the department, this upgrade provides continuity for both operations as well as servicing of the systems.
