MEMORANDUM
TO: Board of Supervisors
FROM: David Cowan, Water Resources Director
DATE: October 2, 2018
SUBJECT: Authorize the Water Resources Director/Assistant Purchasing Agent to Issue a Purchase Order not to exceed $42,540.44 to Hillside Powersports for the Purchase of a Used Boat
EXECUTIVE SUMMARY:
Lake County Water Resources Department currently relies on a 1995 17-foot Westcoaster as the primary vessel used to perform lake management tasks on Clear Lake. The size and age of the boat make it unsuitable and unsafe for sample collection, buoy deployment, dock inspections and other lakebed management activities.
The adopted FY 18/19 budget for the Water Resources Department includes appropriations of $53,000 for the purchase of a boat. Staff has located a used boat that is more suitable and meets the needs of the Water Resources Department at Hillside Powersports in Lakeport. The used 2012 Boulton is a 20-foot aluminum skiff that is equipped with a tow bar, welded framed canvas top, electronic hoist for buoy maintenance, on-board GPS and a 150-HP Yamaha motor with a two-year warranty.
The cost of the Boulton is $42,540.44; $17,700 less expensive than a new Boulton and $2,500 less than the two most similar boats found online, which were out of state and offer no warranty.
