MEMORANDUM

TO:                                          Board of Supervisors

FROM:                     Carol J. Huchingson, County Administrative Officer

DATE:                                          October 16, 2018

SUBJECT:                     Consideration of Second Amendment to the Second Agreement with Golden State Finance Authority for Residence Emergency Disaster Assistance and authorize the Board Chair to sign

EXECUTIVE SUMMARY:

As your Board is aware Golden State Finance Authority (GSFA) is a joint powers authority comprised of member and associate member counties and cities that provides affordable housing and energy efficiency programs.  Since 2015, GSFA has provided the County of Lake with $1,050,000 in two separate grants to assist wildfire victims with housing assistance.

The second of these two grants has funds remaining.  This amended agreement provides an additional year to expend those funds and expands the use of those funds to include any Lake County residents who suffered loss of income or similar financial loss or fire-related expense that impairs their ability to obtain or maintain housing as a direct result of a state or federally declared fire disaster since 2015.

This amendment will allow Lake County residents who have housing needs as a result of the Pawnee, Ranch, and River fires to benefit from these funds.

We are grateful to GSFA for their generosity and their flexibility in allowing these funds to assist the many Lake County residents impacted by wildfire since 2015.
