SUBJECT: Consideration of the Creation of and Participation in the Lake County Risk Reduction Authority
EXECUTIVE SUMMARY:

The Board of Supervisors has previously considered the issue of hazardous vegetation abatement and the costs associated with such a program. Supervisor Steele has been engaged in regular meetings with the local fire protection districts and representatives of CalFire and that group has developed the attached agreement and exhibits which will create an independent joint powers authority dedicated to risk reduction efforts County-wide.

In June of this year, the Board of Supervisors reviewed a draft of the joint powers agreement and approved in concept the creation of this joint powers authority. This joint powers authority will not be dependent upon funding from any of its members; it will instead seek to obtain grant funding for risk reduction programs.

The purpose of these programs is to support the entire Lake County community through the effective use of the authority of local governments, and to implement programs offering low-or no-cost risk reduction resources to the public, the development of funding to implement and maintain such programs, and to provide informational and educational resources to the public so that they are better able to assess and manage these risks.

Supervisor Steele as requested this agreement creating the Lake County Community Risk Reduction Authority be presented for your consideration and approval. Supervisor Steele asks that the agreement and participation in the Joint Powers Authority created thereby be approved by both the Board of Supervisors and by the Board of Directors of the Lake County Watershed Protection District.
