MEMORANDUM

TO:                                          Jim Steele, Chairman, Board of Supervisors

FROM:                     Brian L. Martin, Sheriff/Coroner

DATE:                                          October 16, 2018

SUBJECT:                     Review and Approve MOU between North Coast EMS and the County of Lake for the use of Naloxone by Sheriff’s Office personnel

EXECUTIVE SUMMARY:

In response to the ever increasing opioid epidemic, Sheriff Martin proposes we equip all first responders with Naloxone. This form of Naloxone is administered intra-nasally in the event a person or a canine is exposed to an opioid overdose. North Coast EMS oversees the training provided to first responders in Lake County, including those who work for the Sheriff’s Office. They have requested we enter into this memorandum of understanding to ensure all parties agree to abide by the outlined standards of training and notification for use of Naloxone. The Sheriff’s Office has received a standing order from Dr. Karen Smith, the state Health Officer, for the administration of Naloxone in order to treat suspected opioid overdoses. The Sheriff’s Office recently received a supply of Naloxone from the Lake County Health Department at no charge. A training program is already underway to train all of its first responders in the administration of Naloxone.
