SUBJECT:                     Consideration of Contract Change Order No. 2 for Mockingbird Lane at Robinson Creek Bridge Replacement Project, Federal Project No. BRLO-5914(105); Bid No. 18-01

 

EXECUTIVE SUMMARY:

Attached for the Board’s review and approval is Contract Change Order (CCO) 2 for the subject project. 

After the project plans and specifications were prepared and prior to opening bids for the subject project the County was notified by a local resident (Scott Galvin) that he has an existing private waterline that crosses the existing bridge that was scheduled for replacement. During the project design phase this waterline was noted but was determined to be abandoned so no provisions were made to reconnect it after the new bridge was constructed. Mr. Galvin informed the County that he had just reactivated his well and he is using the waterline. This waterline supplies water from an existing well on the east side of the bridge to his residence the west side of the bridge.

DPW staff met with Mr. Galvin to discuss this issue and assured him that the waterline would be reconnected after the new bridge was constructed. The County and Mr. Galvin agreed to the following conditions: 1.) Prior to demolition of the existing bridge the bridge replacement contractor will expose, cut and cap the existing waterline on both sides of the bridge. 2.) Mr. Galvin would be responsible to supply his own water for the duration of construction of the new bridge. 3) The County will hire a contractor to install, pressure test and disinfect the new waterline prior to placing the waterline back in service. 4.) The cost to install and test the new waterline will be paid for by the County.

Contract Change Order No. 2 addresses the costs associated with reconnecting an existing private (Scott Galvin) waterline. These items resulted in an increase of $8,912.50 to the current contract amount of $1,403,866.47 for a new contract amount of $1,412,778.97.

 

Caltrans has concurred that the costs are reasonable although these costs are not eligible for reimbursement by Federal funds. The County will be responsible for these costs.

RECOMMENDATION

Staff recommends approval by the Board of Supervisors of CCO 2 and that the Board authorize the Chair to execute said CCO for an increase of $8,912.50 and a revised contract amount of $1,412,778.97.
