SUBJECT: (a) Waive the informal bidding procedures in accordance with County Code Section 2-38.2 because the unique nature of the goods or services precludes competitive bidding for the repair of the court holdings elevator located in the old jail adjacent to the courthouse; and (b) Authorize the Public Services Director / Assistant Purchasing Agent to issue a purchase order to Dream Ride Elevator in the amount of $94,178.00.
EXECUTIVE SUMMARY:
The Lake County Sheriff's Office is mandated by the Superior Courts to transport inmates to the fourth floor of the courthouse for arraignment and other purposes. The transportation route includes the use of an elevator located in the county building immediately west of the courthouse. This elevator has reached the end of its useful life and is need of a complete overhaul of the machine room equipment, elevator doors, and the cab itself.
Dream Ride Elevator provides recurring inspection and repair services for both elevators located in the courthouse campus. Staff is recommending that the Board of Supervisors waive the competitive bid process based on Dream Ride Elevator's exclusive familiarity with the elevator and the unique nature of the services to be provided.
