SUBJECT: (a) Consideration of a Resolution establishing a Protocol for the Appointment of Director to the Lakeport Fire Protection District; (b) Consideration of Nomination by the Lakeport Fire Protection District to their Lakeport Fire Protection District, Board of Directors; and (c) Discussion of Board of Supervisors appointments to the Lakeport Fire Protection District Board of Directors
EXECUTIVE SUMMARY:

a) Attached hereto is a draft Resolution establishing a Protocol for the Appointment of Director to the Lakeport Fire Protection District Board ("the District").

The relevant history of the District as I understand it from the documents maintained is provided in the recitals of this resolution.

Pursuant to Health and Safety Code section 13837, a fire protection district board of directors may be either elected or appointed by the county board of supervisors and the city councils in which the District is located. Said appointments are to be in a proportionate share of that portion of the county and of each city within the district, provided that the board of supervisors and each city council shall appoint at least one director.

Information recently received from the County's GIS Specialist in the Information Technology Department indicates the following: The City of Lakeport's population is 4753 (according to the 2010 census). The population of the District (not based upon census blocks) is approximately 10, 730, which includes the City of Lakeport. Therefore, the population of the District within the unincorporated area of the County is 5977.

The resolution provides for the appointments of three (3) District board members by the Board of Supervisors and the appointment of (2) District board members by the City Council of Lakeport. The terms are for four years and should be staggered. The protocols adopted by this resolu...
