SUBJECT: (a) Waive the formal bidding process, pursuant to Lake County Code Section 2-38.4, Cooperative Purchases. (b) Approve purchase of 2019 Ford F-150 Super Cab 4x4 truck and authorize the Special Districts Administrator acting as the Deputy Purchasing Agent to issue and sign a P.O. not to exceed $30,000 with Downtown Ford Sales of Sacramento.

EXECUTIVE SUMMARY: The Department proposes using State Contract #1-18-23-20B which has utilized a competitive bid process to establish vehicle prices for the purchase of a 2019 Ford F-150. This is an addition to the current fleet and provides a needed vehicle for the CSA 20 operator who has been sharing a vehicle with the North Lakeport plant operator. This will allow both staff to function independently and better serve the water district they are assigned to. This vehicle is four wheel drive to allow access to tank site #4 which would not be easily accessible otherwise.

FISCAL IMPACT (Narrative): The District coordinated with Central Garage to utilize the State Contract for vehicle purchases. This State Contract is let based on a competitive process Statewide and provides opportunity for local governments to recognize the same savings that are afforded to the State due to the volume purchasing of the State. This purchase was budgeted for in the FY 19 budget with sufficient funding to allow equipping the truck with tool boxes, radios, beacons and other needed gear for staff to fully utilize the vehicle.
