MEMORANDUM

TO:                                          Board of Supervisors

FROM:                     Jan Coppinger, Special Districts Administrator

DATE:                                          November 20, 2018

SUBJECT:                     Resolution Authorizing Cancelling County Service Area #20, Soda Bay Water, Capital Improvement Reserve Designation in the Amount of $40,000 to Provide Sufficient Funds for Local Match Requirement of Hazard Mitigation Grant Program for Replacement of Redwood Storage Tanks

EXECUTIVE SUMMARY:

On March 29, 2018, Special Districts signed a funding agreement with CALOES- Hazard Mitigation Grant Program to replace four redwood water storage tanks with steel tanks that would withstand a wild fire. The funding agreement was for a total of $800,000 and of that amount, 25% was required to be met with local matching funds.

Your Board approved $200,000 from Capital Improvement Reserves to be designated to meet this requirement. Due to time delays since submitting the original application and additional wildfires in surrounding counties that did destroy water storage tanks, the actual cost to complete this project is $960,000.

The funding agency (HMGP) is considering an increase in the funding agreement to meet the $960,000. Of the $160,000 additional money needed, 25% ($40,000) will be required in local matching funds.

This request is to cancel additional Capital Improvement Reserves in the amount of $40,000 and appropriate the funds in account 280-8480-784-63.04 to be used to complete this valuable project.
