SUBJECT: Adopt Resolution Amending the Resolution Establishing a Geothermal Impact Mitigation Fund and Combining the Anderson Spring and Cobb Valley Committees into the Geothermal Advisory Committee
EXECUTIVE SUMMARY:
In 2004, your Board created a program for the communities of Anderson Springs and the Cobb Valley area to address impacts from geothermal development. The program created a separate advisory committee for each area to facilitate and foster direct communication between the community and the geothermal operators. Each committee met monthly.
A series of events including the Valley Fire in 2015 changed the environment and to some extent the focus of the communities.
The committees are still needed as Calpine and other geothermal operators want to continue to foster and facilitate direct communication, however, meeting monthly and separately has not been a productive use of time and combining the two committees and meeting on a quarterly basis would meet the needs and result in more productive results.
Each of the two committees would have representatives on the new combined committee as would all the geothermal owners and operators. The community of Middletown would also have a representative on the new committee. Any new geothermal owners would be required to join the committee so all parties are communicating and working together.
Attachment A of the proposed resolution suggests the makeup of the new combined committee.
